POLICY ANNEX PA2/15:
LOCAL VEHICLE PARKING STANDARDS

In the following cases, the Borough Council has adopted standards which differ from the Vehicle Parking Standards produced by Kent County Council. Other than the specific cases given below, the Vehicle Parking Standards produced by Kent County Council apply. These can be viewed at the offices of the Borough Council and Kent County Council.

Tonbridge Town Centre

Note: These standards are applicable only within the Tonbridge Town Centre Parking Area defined on the Proposals Map. Within this area, the standards as published by Kent County Council apply to all categories of development except in the following cases:

Retail Establishments:

(a)

Units up to 499 sq m floorspace

One car space per 22m2 floorspace

(b)

Units from 500 sq m
to 1999 sq m floorspace

One car space per 22m2 floorspace including operational provision of one car space per 2,000m2 floorspace plus one lorry space per 500m2 floorspace.

(c)

Units from 2000 sq m
floorspace

One car space per 12m2 floorspace including operational provision of one car space per 2,000 m2 floorspace plus one lorry space per 1,000m2 floorspace.

(d)

Non-Food Retail Warehouse

One car space per 35m2 floorspace including provision of one car space per 2000m2 floorspace plus one lorry space per 500m2 floorspace.

Note: For all Large Retail Establishments the lorry space standard only applies up to six lorry spaces. For sites where the standard would require more than this, a minimum of six spaces is required, the actual number to be determined by consideration of the operational requirements of each development. Site layouts should include adequate standing and manoeuvring space for vehicles waiting to unload. This may be on the car park if peak times for car and lorries do not coincide. Conversely, cars can use the lorry manoeuvring and standing space if peak times do not coincide.

Industrial Buildings:

One car space per 57m2 industrial floorspace plus provision for lorries to be agreed with the Planning Authority. Car space for office accommodation at Business scale.

Open Commercial Uses:

Two car spaces for every three full-time members of staff plus appropriate visitors’ parking.

Business Uses:

One car space per 22m2 floorspace for operational purposes plus provision for lorries to be agreed with the Planning Authority. Lesser standards may be applied if the applicant is prepared to accept a condition to limit the nature of the B1 use.

In the case of the following categories, a lower standard may be agreed if it can be demonstrated that the development will not be used at peak parking times:

Places of Entertainment
Community Centres
Places of Worship
